Summary
The Senior Program Manager is the business manager of one or more programs that transform markets for energy efficient products, services, and practices. This role will have a focus on a new Commercial Whole Building Efficiency project aimed at motivating and equipping the commercial building sector to undertake deep energy efficiency and decarbonization retrofits. Working with regional stakeholders, the project will deliver tools and resources that address known barriers to commercial sector engagement and develop a new commercial whole building market transformation program.
The Senior Program Manager is responsible for:
- Assuring the overall design, planning, resourcing, and execution of assigned market transformation program(s).
- Leading and operationalizing the overall program strategy while building and managing critical market relationships to implement market transformation programs and is accountable for delivering the associated business results.
- Effectively collaborating, influencing and navigating challenging issues within Program teams
- Developing and ensuring timely implementation of program plans against milestones, as well as identifying, escalating, and resolving issues resulting from development efforts

Salary range: $100,000 - $120,000 exempt

The Typical Day May Include…
- Manage daily program operations including stakeholder management, internal/external reporting, overseeing development of Initiative Life Cycle documentation, executing implementation strategies, and managing contractors and program budgets.
- Guide the NEEA project team in centering the needs of the market in the market transformation design process by gathering market insights from owners, developers, facility managers, contractors, commercial real estate bankers and agents, and others who are active in the commercial building space.
- Working with the NEEA team and contracted experts to guide which financial products, emerging technologies, and behavioral strategies will best resonate with the commercial building market and how to best leverage them in our market transformation work.
- Actively coordinate with organizations supporting Building Performance Standards and Building Emissions Performance Standards locally and nationally to ensure NEEA’s activities and resources work synergistically in the market.
- Identify implementation partners that will bring the necessary expertise and capabilities to NEEA’s tools, resources and intervention development.
- Lead cross-functional team in developing and continuously refining and implementing the program strategy.
- Manage the project workplan, budget and staffing to ensure responsible and timely use of funds.
- Lead coordination with other internal teams, especially NEEA’s commercial programs, BetterBricks, and the Load Flexibility Portfolio, to identify opportunities to maximize and deepen strategic external partner relationships.
- Balance needs of a diverse group of stakeholders and industry partners including utilities, manufacturers, and supply chain partners to achieve multi-year program goals and achieve market lift.
- Engage and collaborate with senior management positions internally and externally and build strong strategic relationships.
- Create and adapt business cases and program plans to ensure alignment with overall business goals and strategies.
- Develop and implement a coordinated market engagement strategy for the program

Your Education, Experience, and Skills:
- A minimum of 7-10 years of experience managing complex programs in a cross-functional team environment. New product or service development experience a plus.
- BA/BS Degree with major course work in business, economics, building science, architecture, engineering, or design; MBA or related degree a plus.
- Experience managing programs comprised of multiple projects required.
- Experience working in or closely with commercial building management on portfolio profitability and facility maintenance and upgrade decisions.
- Knowledgeable about business models, drivers, and trends.
- Experience in developing an understanding of user/target audience needs and motivations and using the information to inform program design and market-facing products and deliverables. Demonstrates empathy for how products and services will deliver value.
- Comfortable working with technical and financial concepts and making sound business decisions based on technical, business, and market attributes.
- The ability to systematically identify barriers, develop activities to address those barriers and implement those activities.
- Demonstrated leadership in forming and strategically leveraging cross-functional teams and other resources to achieve program results. Diplomatically leads groups with divergent views towards a productive outcome.
- Experience working with data to identify trends and market insights and using that information to adjust program strategy.
- Exceptional communicator in written and verbal skills in 1-1 and small groups with ability to adjust messaging to audience needs. Can articulate complex matters in simple and compelling terms. Excellent presentation and facilitation skills required.
- Able to prioritize competing demands from various internal and external clients.
- Experience applying quantitative and qualitative methods.
- Experience managing contracts and contractors to achieve required project objectives.
- Drives toward good decisions with incomplete information; applies best practices in adaptive strategy and change management.
- Sets and assesses market progress metrics and goals for programs.
- An equivalent combination of education, experience and training that would provide the knowledge, skills and abilities required for the successful performance of the essential job duties will also be considered.
