This position is based in the Portland, OR metro area, with a hybrid work location. We are looking for candidates who can meet the requirement of working at least 2 days per week onsite at NEEA’s office location. Finalists must have eligibility to work in the US as NEEA is not able to provide VISA sponsorship or have remote work outside of the US.
Position Summary
The Portfolio Strategy and Operations Manager plays a critical role within the Portfolio Management Office (PMO), and is responsible for managing cross-functional alignment, operational processes, and communications to ensure the successful planning and execution of NEEA’s energy efficiency and other portfolios of work. This role helps to set portfolio priorities and identify business needs, communicate for internal alignment and awareness, and manage action items so that the organization is aligned and able to meet business objectives.
The Portfolio Strategy and Operations Manager will oversee portfolio planning, resource management, and budget allocation processes for portfolio management across the Market Transformation Division. This role will manage the cross functional Portfolio management team and collaborate to solicit inputs across functions and apply strategic and analytical insights to support and document decision-making. This position will have oversight of key portfolio metrics and manage related assets for internal and external communications.
This role reports to the Director, Portfolio Management Office (PMO).
The candidate will participate in defining and building new processes and content needed to support the growth of the organization and apply a continuous improvement lens across the work.
Salary range: $100,000 - $120,000, exempt

The Typical Day May Include…
- Lead the resource and budget planning and review processes for the portfolio team to set operational plans, review actuals to plans, and reforecast to adjust priorities, discuss options, and accommodate new business opportunities as needed.
- Own the milestone planning calendar for the suite of programs in the multiple portfolios and manage cross-functional, stage-gate review meetings as part of our internal lifecycle process.
- Create and manage presentation and communication content for both internal and external stakeholders in order to provide status updates, risk assessment, and strategic recommendations.
- Oversee the strategic messaging development process in conjunction with the portfolio team, program managers and corporate communications to craft and deliver customized value messaging for all funders.
- Build and manage a documentation repository for content, metrics, decisions, status trackers, and key messaging across our portfolios of work in order to ensure clarity, timely access to materials, updates and resolution of open issues.
- Partner with analyst team to inform presentation and assessment of portfolio metrics and status, providing recommendations to guide future investments and prioritization.
- Identify, improve and operationalize facets of portfolio management to enhance the effectiveness of the PMO. This could include new assessment criteria, tools, and processes for more effective portfolio management and decision-making.

Your Experience, Education, and Skills:
- 5+ years of experience in portfolio management, business, financial or strategic planning, or similar cross-functional leadership roles.
- Bachelor's degree in Business, Finance, Economics, or a related field.
- MBA or other advanced degrees a plus.
- Experience in facilitating cross-functional team meetings and related operational and decision-making processes, action items and accountability needs
- Strong project management, analytical and problem-solving skills.
- Proficient in Microsoft tools: Microsoft Office Suite (Excel, PowerPoint, SharePoint).
- Experience with Asana (or other project management tools) and accessing data from financial and other reporting systems a plus.
- Strong communication skills, both written and verbal, with experience presenting to peers, management and key stakeholders.
- Strong interpersonal and meeting management and organization skills, with the ability to align teams toward solutions and actions and hold individuals accountable.
- Proven ability to join quantitative metrics with qualitative inputs and make strategic recommendations that drive business decisions is a plus.
