Position Summary 

The Manager, People Operations, is responsible for managing day-to-day operations of the people function including the employee lifecycle, benefits programs, performance management, and employee engagement through People Operations staff.  

This individual will act as a business partner to NEEA’s people managers to lead talent management to develop high performing NEEA teams. The incumbent serves as a workforce expert and talent strategist utilizing professional development, career development, position and team design in partnership with managers to optimize the workforce.

Salary range: $100,000 - $115,000, exempt 

  • Salary is based on the applicants Experience, Knowledge, Skills, and Abilities. 


The Typical Day May Include… 

  • Lead and manage a team of people across HR operations specializations including Development (Performance Management, Talent and Organization Development, Talent Acquisition, Succession), Total Rewards (Compensation, Benefits, Engagement), Platforms (HR Operations / Applications). Clearly define the roles, responsibilities, and accountabilities for the team.  Build staff capabilities and support their growth and development. 
  • Build and maintain strong, trusted relationships with all levels of staff. Serve as a resource for employee relations issues. Provide counsel, advice, and support in resolving issues, disputes and other sensitive matters. Oversee and/or conduct workplace investigations and make recommendations regarding employment action. Ensure all matters are handled in an equitable, consistent and lawful manner. 
  • Provide leadership for total rewards strategy, trends, and methodologies, while applying a sustained business and stewardship lens when developing compensation, benefits and people strategies in furtherance of supporting NEEA’s mission. 
  • Establish and maintain a strategic workforce development plan that aligns with business needs and attracts and retains diverse staff and fosters equity in career and performance development opportunities. 
  • Coach managers to build solid, effective employee relationships by offering guidance and support on performance and professional development issues. 
  • Drive continued human resources-related policy development, including employee handbook while maintaining a thorough knowledge of and ensure compliance with federal, state and local laws and regulations to minimize risk to the organization. 
  • Oversee activities related to facilities management including relationship management with building owner/management company, vendor management of contractors for office maintenance/improvements, and management of physical space within the NEEA suite.

Your Experience, Education, and Skills: 

  • 7+ years of progressive leadership experience in Human Resources positions and a minimum of 2 years in HR leadership roles. 
  • Bachelor’s degree or equivalent in Human Resources, Business, or Organizational Development required.  SPHR and/or SHRM-SCP certification required. 
  • Thorough experience contributing to people operations strategy development 
  • Familiar with navigating ambiguity and a proven track record of making good decisions with incomplete information 
  • Experience with Change Management methodology and implementation 
  • Strong ability to build trust with people managers across a cross-functional organization and proven history coaching employees through process/strategy updates and improvements 
  • Ability to find consensus amongst divergent opinions, listening to all involved and earning buy-in from leadership and employees across the board 
  • Excellent communication skills, written and verbal. Comfortable presenting updates to various sized groups with attendees of varied seniority levels 
  • An equivalent combination of education, experience and training that would provide the knowledge, skills and abilities required for the successful performance of the essential job duties will also be considered.

This position is based in the Portland, OR metro area, with a hybrid work location. We are looking for candidates who can meet the requirement of working at least 2 days per week onsite at NEEA’s office location.  Finalists must have eligibility to work in the US as NEEA is not able to provide VISA sponsorship or have remote work outside of the US.
